Governance

Community Housing Futures WA is guided by a robust governance framework that ensures the program is delivered with transparency, accountability, and strong sector representation. The following groups provide strategic oversight, operational delivery, and independent assessment across all program streams.

Steering Committee

The Steering Committee provides strategic oversight of Community Housing Futures WA, ensuring the program remains aligned with its objectives, meets its obligations to the Western Australian State Government, and delivers meaningful outcomes for the community housing sector. The Committee meets regularly to review program progress, approve key decisions, and provide guidance on emerging issues.

  • Chad Stewart, Chief Executive Officer, Council of Aboriginal Services Western Australia (CASWA)
  • Kath Snell, Chief Executive Officer, Shelter WA
  • Mark Donnelly A/Executive Director, Strategic Housing & Asset Policy, Planning and Business Development, Housing Policy and Development

Meet the Team

Meet the members of the project team working to bring the Community Housing Futures WA Program to life here.

Aboriginal Cultural Advisor

Community Housing Futures WA is supported by an Aboriginal Cultural Advisor who provides guidance on culturally safe and appropriate program delivery. The Advisor plays an essential role in ensuring the program is accessible and equitable for Aboriginal Community Housing Organisations, informing how we engage with Aboriginal-led organisations and supporting the program’s commitment to culturally led, place-based practice across Western Australia.

Business Advisory Grant Panel

The BA (Business Advisory) Grant Panel is responsible for the independent and transparent assessment of Business Advisory grant applications. Panel members are selected for their expertise across community housing, finance, governance, and asset management, and apply consistent assessment criteria to ensure all funding decisions are fair, merit-based, and aligned with program objectives. The Panel operates under formal Terms of Reference, which set out member responsibilities, assessment processes, conflicts of interest requirements, and governance arrangements.

Thank you to everyone who expressed interest in joining the Business Advisory Grants Panel. The EOI process is now closed. We were pleased with the level of interest received and will be in touch with applicants in due course.

Business Advisory Approved Supplier List

The BA Approved Supplier List is a pre-qualified register of professional advisors available to community housing organisations that have been awarded a Business Advisory grant. The List gives organisations confidence that the advisors they are selecting have already been assessed against the program’s baseline standards for technical capability, sector experience, cultural safety, insurance, and probity. The List is not a procurement process, advisors are not ranked or scored against one another. Inclusion on the List signals eligibility; it does not guarantee work. Organisations select and engage their own advisor directly.

Join our pre-qualified advisor register

We are currently seeking expressions of interest from professional advisors to join the List. Membership is open to sole traders, consultancy firms, and specialist practitioners. You choose whether to be publicly listed on the CHFWA website or hold a private listing on the register. Applications are accepted on a rolling basis.

Community Housing Futures WA and Shelter WA acknowledge the Traditional Custodians of Country and their ongoing connection to land, waters and community. We pay our respects to all First Nations peoples and to the Elders past and present. We support the Uluru Statement from the Heart and our recognition and acceptance of your invitation to walk with you towards a movement of the Australian people for a better future.
